Verifiable licences and permits on a permissioned ledger.

A licence is a statement a government makes that others need to check, about a person or business who should control it. Verifiable credentials with a permissioned ledger of issuers do that without a phone call. Several Canadian governments have explored this approach; where only one office issues and checks, a signed database record is enough.

The holder keeps the credential

The licence lives in the holder's digital wallet, and they choose when to present it. No central database is queried each time it is shown.

No personal data on the ledger

The ledger holds issuers' public keys and revocation lists. Names, addresses and licence details stay in the credential and the issuing system.

Run by public bodies

The permissioned ledger is operated by the participating governments and agencies, not by a company or a public cryptocurrency network.

Open standards

Credentials follow W3C and Hyperledger standards, so they work with other governments' wallets and verifiers and you are not tied to one vendor.

Is cryptocurrency needed for a licence?

No. There is no token and no fee for the holder. The credential sits in a wallet app, much like a boarding pass.

What happens when a digital licence is suspended?

The issuing office revokes it in its system, the revocation is published to the ledger, and the next check shows it as no longer valid.

Why a ledger instead of a government database?

When several governments and agencies issue and verify, a permissioned ledger lets each publish its keys and revocations without one of them running a database for all. For a single issuer, a database is simpler and we will say so.
