Settlement ledger

One shared record for inter-carrier settlement.

Settlement between carriers is a shared record that each side keeps separately, so every month the two copies disagree. A private ledger that both write to, and neither can rewrite, is a narrow and honest use of a blockchain. Where a clearing house you both trust already does this, keep it.

// what matters here

What is different in this industry.

01

One record, two carriers

Usage batches and agreed rates are recorded once, on a ledger both carriers run a node of, so the monthly statement is the same on both sides.

02

Differences found early

Each batch is checked as it is exchanged, so a mismatch is a short conversation about one file rather than a month of reconciling.

03

No tokens, no public fees

The ledger is private and permissioned. It settles nothing on its own; it records what both sides agreed.

04

Into your billing systems

Statements and disputes flow to each carrier's billing and finance systems through their own interfaces.

Inter-carrier settlement ledger

Hypothetical. Not a client, not a result.

// The problem

Several regional carriers exchange wholesale and roaming usage as monthly files, and each month their totals differ and the dispute is settled by email.

// What we would build

A private permissioned ledger the carriers each run a node of, where usage records and agreed rates are recorded as they are exchanged, with a portal that shows each carrier the same totals and flags differences while they are still small.

// What is in it

  • Usage files loaded and checked against the agreed record format
  • Each batch and its totals recorded on a private chain with a node per carrier
  • The same monthly statement for both sides, built from the shared record
  • Differences flagged per batch, with a dispute thread attached
  • Export to each carrier's billing and finance systems

// Stack

  • Next.js
  • PostgreSQL
  • Hyperledger Besu (private, permissioned)
  • S3-compatible storage
  • AWS

// questions

Questions we get about this.

When does a ledger beat a clearing house?

When there is no clearing house both sides use, or the agreement is direct between a few regional carriers. If you already use one you trust, a ledger adds cost without much benefit.

Does the ledger move money?

No. It records usage, rates and agreed totals. Payment still goes through your normal banking.

How many carriers can join the settlement network?

As many as agree to run a node. New carriers are added with the existing members' approval.
