Which languages can the utility help centre cover?

English and French, and the languages your customers speak, such as Punjabi, Chinese or Tagalog. Each language is priced by its words.

Can the assistant answer water quality questions?

It repeats what your approved articles and notices say. It never gives health or safety advice of its own.

Does the assistant see customer accounts?

Not in this setup. Account questions go to a person. Adding account lookups is a separate scope.
